Optimization of investment management and reorganization

During the course of remunicipalization in Hamburg (carve-out of Vattenfall), a large municipal district heating supplier was founded. Due to the decarbonization in the city of Hamburg, the need for investments by Wärme Hamburg will increase significantly in the coming years. FMC was commissioned to realign the Projects area, the business unit responsible for handling investments, and to prepare it for the future challenges. For this, the future investment volume was first analyzed and checked for plausibility, and in-depth interviews were conducted. On the basis of the findings, future project roles with tasks, competencies and responsibilities were defined and a scalable project organization was established. The future value creation strategy (make-or-buy) was then derived for each role. Based on the efficient project execution, the line organization was defined and staffing levels were benchmarked. The most relevant processes (e.g., project initiation, planning and construction of plants, planning and construction of networks, award of contracts, etc.) were described to create a transparent definition of responsibilities and interfaces. Finally, fields of action for the implementation were described and a roadmap was prepared.
